الإفراج عن 2200 سجين فنزويلي بموجب قانون العفو الجديد

قال النائب المنتمي للحزب الحاكم في فنزويلا خورخي أرياثا أمس الإثنين، إن نحو 2200 شخص أطلق سراحهم من السجون الفنزويلية أو ألغيت قيود قانونية أخرى كانت مفروضة عليهم، وذلك منذ بدء سريان قانون العفو الجديد.
وتعرض القانون، الذي جرى اعتماده الأسبوع الماضي، لانتقادات من منظمات معنية بالدفاع عن حقوق الإنسان ترى أنه لا يوفر ارتياحاً كافياً لمئات المعتقلين السياسيين. ويمنح القانون عفواً عن المشاركة في الاحتجاجات السياسية و”أعمال عنف” خلال أشهر محددة بين عامي 2002 و2025، لكنه لا يحدد الجرائم التي يشملها العفو.
حزمة اتفاقات
وعلى رغم نفي الحكومة المستمر وجود معتقلين سياسيين وتأكيدها ارتكاب المسجونين جرائم، فقد أفرجت ديلسي رودريغيز، القائمة بأعمال الرئيس، بالفعل عن مئات ممن تصنفهم منظمات حقوق الإنسان معتقلين سياسيين. وينظر إلى هذه الخطوة على أنها تأتي في إطار حزمة اتفاقات أساسية، لتطبيع العلاقات مع الولايات المتحدة بعد إلقاء القبض على الرئيس نيكولاس مادورو في يناير (كانون الثاني).
وتتهم المعارضة الفنزويلية وجماعات حقوق الإنسان منذ أعوام الحكومة، بأنها تستخدم الاعتقالات لقمع المعارضة.
وقال أرياثا، الذي يتولى أيضاً رئاسة اللجنة التشريعية المكلفة بمتابعة تطبيق القانون، متحدثاً إلى جانب رودريغيز في القصر الرئاسي “اليوم، يمكننا القول إنه بفضل القانون، جرى الإفراج عن 177 شخصاً، كذلك حصل 2021 كانوا يخضعون لقيود على حرية كاملة”.
ويمكن إخضاع الأشخاص المفرج عنهم من السجون في فنزويلا للإقامة الجبرية، أو إلزامهم بالمثول أمام الشرطة أو المحاكم بصورة دورية لفترة محددة.

The representative of the ruling party in Venezuela, Jorge Arreaza, said yesterday, Monday, that about 2,200 people have been released from Venezuelan prisons or had other legal restrictions imposed on them canceled since the new amnesty law took effect.
The law, which was adopted last week, was criticized by organizations concerned with defending human rights, which believe that it does not provide sufficient relief for hundreds of political detainees. The law grants an amnesty for participation in political protests and “acts of violence” during specific months between 2002 and 2025, but it does not specify the crimes covered by the amnesty.
Package agreements
Despite the government’s continued denial of the existence of political detainees and its confirmation that the prisoners committed crimes, Delcy Rodriguez, the acting president, has already released hundreds of what human rights organizations classify as political detainees. This step is seen as part of a package of basic agreements to normalize relations with the United States after the arrest of President Nicolas Maduro in January.

Arriaza, who also chairs the legislative committee charged with monitoring the implementation of the law, said, speaking alongside Rodriguez at the presidential palace, “Today, we can say that thanks to the law, 177 people have been released, and 2021 who were subject to restrictions have also gained complete freedom.”
Persons released from prisons in Venezuela may be subjected to house arrest, or required to appear before the police or courts periodically for a specified period.
