تواصلت حملة الرئيس الأميركي دونالد ترمب ومستشاره إيلون ماسك على البيروقراطية أمس الجمعة بطرد أكثر من 9500 موظف كانوا يضطلعون بمهام عدة، من إدارة الأراضي الاتحادية إلى رعاية قدامى المحاربين.
وأنهت إدارة ترمب عمل موظفين في وزارات الداخلية والطاقة وشؤون قدامى المحاربين والزراعة والصحة والخدمات الإنسانية، في حملة استهدفت في معظمها حتى الآن الموظفين تحت الاختبار في عامهم الأول في العمل الذين يتمتعون بمستوى أقل من الأمان الوظيفي.
وإضافة إلى عمليات الفصل التي أوردت “رويترز” ووسائل إعلام أميركية كبرى أخرى الأنباء عنها، قال البيت الأبيض إن نحو 75 ألف موظف قبلوا عرضاً من ترمب وماسك للاستقالة طواعية، ويعادل هذا نحو ثلاثة في المئة من القوة العاملة المدنية التي يبلغ قوامها 2.3 مليون.
حكومة متضخمة
يقول ترمب إن الحكومة الاتحادية متضخمة للغاية وإن كثيراً من الأموال تضيع هباء بسبب الهدر والاحتيال، وتبلغ ديون الحكومة نحو 36 تريليون دولار، وبلغ عجزها 1.8 تريليون دولار عام 2024، ويتفق الحزبان على الحاجة إلى إجراء إصلاحات.
لكن الديمقراطيين في الكونغرس يقولون إن ترمب يتعدى على السلطة الدستورية للهيئة التشريعية في شأن الإنفاق الاتحادي، حتى مع دعم الجمهوريين أصحاب الغالبية في مجلسي الكونغرس هذه التحركات إلى حد كبير.
وأفادت مصادر بأن الوتيرة السريعة والنطاق الواسع لتحركات ماسك أثارا إحباطاً متزايداً بين بعض مساعدي ترمب بسبب الافتقار إلى التنسيق، بما في ذلك كبيرة موظفي البيت الأبيض سوزي وايلز.
خفض الوظائف
إلى جانب عمليات التسريح، يحاول ترمب وماسك إلغاء الحماية التي توفرها الخدمة المدنية للموظفين الذين اجتازوا فترة الاختبار وتجميد معظم المساعدات الخارجية، وحاولا إغلاق بعض المؤسسات الحكومية مثل الوكالة الأميركية للتنمية الدولية وجهاز حماية المستهلك بالكامل تقريباً.
وقالت مصادر مطلعة على خفض الوظائف إن ما يقارب نصف العاملين تحت الاختبار في مراكز السيطرة على الأمراض والوقاية منها وآخرين في معاهد الصحة الوطنية أجبروا على ترك وظائفهم.
وذكرت مصادر مطلعة أمس الجمعة أن هيئة الغابات ستطرد نحو 3400 موظف عُينوا في الآونة الأخيرة، كما ستطرد هيئة المتنزهات الوطنية نحو 1000 موظف.
وبحسب مصدرين مطلعين، تستعد مصلحة الضرائب لتسريح آلاف الموظفين خلال أيام، وهي الخطوة التي قد تؤدي إلى ضغط الموارد قبل الموعد النهائي المحدد للمواطنين لتقديم الإقرارات الضريبية في الـ15 من أبريل (نيسان) المقبل.
ويتساءل المنتقدون عن نهج القوة الفجة الذي يتبعه ماسك، أغنى شخص في العالم، والذي نال نفوذاً غير عادي مع رئاسة ترمب.
ويعتمد ماسك على مجموعة من المهندسين الشبان ذوي الخبرة الحكومية المحدودة لإدارة وزارة الكفاءة الحكومية التي يقودها.
ويرى متخصصون في الموازنة أن عمليات التسريح المبكرة مدفوعة بمذهب فكري أكثر من خفض الكلف.
وعبر موظفون اتحاديون عن صدمتهم بعد فصلهم، وقال نيك جيويا الذي خدم في الجيش وعمل في وزارة الدفاع لمدة 17 عاماً قبل الانضمام إلى خدمة الأبحاث الاقتصادية التابعة لوزارة الزراعة في ديسمبر (كانون الأول) 2024، وفُصل أول من أمس الخميس “فعلت كثيراً من أجل بلدي، وباعتباري عسكرياً سابقاً خدم بلاده أشعر وكأن بلدي خانتني”.
وقال ستيف لينكارت المدير التنفيذي للاتحاد الوطني للموظفين الاتحاديين، الذي يمثل أكثر من 100 ألف عامل، إنه يتوقع أن يركز ماسك وإدارة ترمب على الوكالات التي تنظم الصناعة والتمويل.
وأبرمت شركة “سبيس إكس” المملوكة لماسك عقوداً كبرى مع الحكومة الأميركية، وأضاف لينكارت “هذا هو الهدف الحقيقي من كل هذا… إبعاد الحكومة من طريق الصناعة وفاحشي الثراء، وهذا هو السبب وراء حماس إيلون ماسك الشديد لهذا الأمر”.

However, Congressional Democrats accuse Trump of overstepping the legislative branch’s constitutional authority over federal spending, even as Republicans, who hold majorities in both chambers, largely support these moves.
Sources indicate that the rapid pace and broad scope of Musk’s actions have fueled growing frustration among some Trump aides due to a lack of coordination, including with White House Chief of Staff Susie Wiles.
Job Cuts
Beyond layoffs, Trump and Musk are seeking to eliminate civil service protections for employees who have passed probation periods and to freeze most foreign aid. They have also attempted to shutter entire agencies, such as the U.S. Agency for International Development (USAID) and the Consumer Financial Protection Bureau.
Sources familiar with the job cuts revealed that nearly half of probationary workers at the Centers for Disease Control and Prevention (CDC) and the National Institutes of Health (NIH) were forced out.
On Friday, sources confirmed that the Forest Service will dismiss around 3,400 recently hired employees, while the National Park Service will lay off roughly 1,000 staff.
Two informed sources added that the Internal Revenue Service (IRS) is preparing to cut thousands of jobs in the coming days—a move that could strain resources ahead of the April 15 tax filing deadline.
Criticism of Musk’s Approach
Critics have questioned the heavy-handed tactics of Musk, the world’s richest person, who has gained unusual influence under Trump’s presidency.
Musk relies on a team of young engineers with limited government experience to lead his “Office of Government Efficiency.” Budget experts argue that the early layoffs are driven more by ideology than cost-cutting.
Federal Workers React
Federal employees expressed shock over the firings. Nick Gioia, a military veteran who worked at the Department of Defense for 17 years before joining the Agriculture Department’s Economic Research Service in December 2024 and was laid off on Thursday, said: “I’ve given so much to my country, and as a veteran who served, I feel like my country has betrayed me.”
Steve Linhart, Executive Director of the National Federation of Federal Employees, which represents over 100,000 workers, predicted that Musk and the Trump administration will target agencies regulating industry and finance.
Musk’s SpaceX holds major government contracts. Linhart added: “This is the real goal… removing government oversight from industry and the ultra-wealthy. That’s why Elon Musk is so enthusiastic about this.”
