قالت حركة “حماس”، الأحد، إن إسرائيل تصعد من انتهاكاتها لاتفاق وقف إطلاق النار في قطاع غزة في وقت تتحدث فيه الأطراف عن الانتقال للمرحلة الثانية.
جاء ذلك في بيان لمتحدث الحركة حازم قاسم، تعقيبا على مقتل فلسطينيين بقنبلة أطلقتها مسيرة إسرائيلية شرقي مدينة غزة ضمن انتهاكات تل أبيب المتواصلة.
واعتبر قاسم “تصعيد الانتهاكات الإسرائيلية المتمثلة في القتل اليومي، كما حدث صباح الأحد في حي الشجاعية، استمرارا لخروقات الاحتلال لاتفاق وقف إطلاق النار في القطاع، ومن شأنه زيادة خطورة الأوضاع الإنسانية”.
وفي حديثه عن الأوضاع الإنسانية، تطرق قاسم إلى استمرار انهيار المباني المتضررة من القصف الإسرائيلي خلال الإبادة، وذلك على رؤوس ساكنيها.
وأشار إلى أن ذلك يعكس “تفاقم المخاطر المحدقة بالأوضاع الإنسانية في القطاع، في ظل تشديد الحصار الإسرائيلي، ومنع عمليات الإعمار، وعدم السماح بإدخال مستلزمات الإيواء المناسبة”.
وفي وقت سابق الأحد، أعلنت وزارة الداخلية والأمن الوطني بغزة مصرع 18 فلسطينيا بانهيار 46 مبنى متضررا من الإبادة الإسرائيلية، وذلك منذ سريان اتفاق وقف إطلاق النار في 10 أكتوبر/ تشرين الأول الماضي.
ويلجأ الفلسطينيون مضطرين إلى السكن في المباني المتصدعة والآيلة للسقوط، نظرا لانعدام الخيارات وسط تدمير إسرائيل معظم المباني في القطاع، ومنعها إدخال بيوت متنقلة ومواد بناء وإعمار، متنصلة من التزاماتها التي نص عليها اتفاق وقف النار.
في السياق، قال قاسم إن الخروقات الإسرائيلية تأتي في وقت “تتحدث فيه الأطراف المختلفة عن تثبيت وقف إطلاق النار والتقدم نحو المرحلة الثانية من اتفاق وقف الحرب على غزة، بما يعكس رغبة إسرائيلية واضحة في مواصلة العدوان على الشعب الفلسطيني بغزة”.
والجمعة، عقد مسؤولون من الولايات المتحدة ومصر وقطر وتركيا، في مدينة ميامي بولاية فلوريدا الأمريكية، اجتماعا مغلقا لمناقشة التحضيرات الخاصة بالمرحلة الثانية من الاتفاق، وفق بيان نشره المبعوث الأمريكي ستيف ويتكوف، عبر منصة شركة “إكس” الأمريكية.
ومن المتوقع أن يتصدر الحديث عن المرحلة الثانية من اتفاق غزة، مباحثات الرئيس الأمريكي دونالد ترامب ورئيس الوزراء الإسرائيلي بنيامين نتنياهو، خلال لقائهما المرتقب في البيت الأبيض في 29 ديسمبر/ كانون الأول الجاري.
متحدث حماس دعا الوسطاء إلى التحرك الجاد من أجل وقف الخروقات الإسرائيلية، والضغط على تل أبيب لبدء عملية إعمار حقيقية للقطاع لإنقاذ حياة الفلسطينيين.
ورغم الحديث عن المرحلة الثانية، إلا أن إسرائيل تواصل التنصل من الإيفاء بالتزاماتها التي نص عليها الاتفاق، بدءا من وقف النار، وصولا إلى منع دخول الكميات المتفق عليها من شاحنات المساعدات الغذائية والطبية ومواد الإيواء.
وأنهى الاتفاق، حرب إبادة جماعية بدأتها إسرائيل في 8 أكتوبر 2023، واستمرت لعامين، وخلفت نحو 71 ألف قتيل فلسطيني وما يزيد عن 171 ألف جريح، ودمارا هائلا طال 90 بالمئة من البنى التحتية المدنية بكلفة إعمار تقدرها الأمم المتحدة بحوالي 70 مليار دولار.

Hamas said on Sunday that Israel is escalating its violations of the ceasefire agreement in the Gaza Strip, at a time when the parties are talking about transitioning to the second phase.
This came in a statement by the movement’s spokesman, Hazem Qassem, commenting on the killing of Palestinians by a bomb dropped by an Israeli drone east of Gaza City as part of Tel Aviv’s ongoing violations.
Qassem considered that “the escalation of Israeli violations represented by daily killings, as happened on Sunday morning in the Shujaiya neighborhood, is a continuation of the occupation’s breaches of the ceasefire agreement in the Strip, and will increase the danger of the humanitarian situation.”
Speaking about the humanitarian situation, Qassem touched on the continued collapse of buildings damaged by Israeli bombardment during the genocide, on top of their residents.
He pointed out that this reflects “the exacerbation of the dangers threatening the humanitarian situation in the Strip, amid the tightening of the Israeli siege, the prevention of reconstruction operations, and the prohibition of bringing in adequate shelter supplies.”
Earlier on Sunday, the Gaza Ministry of Interior and National Security announced that 18 Palestinians had been killed due to the collapse of 46 buildings damaged by the Israeli genocide since the ceasefire agreement came into effect on October 10 last year.
Palestinians are forced to live in cracked and crumbling buildings, due to the lack of options amid Israel’s destruction of most buildings in the Strip and its prevention of the entry of mobile homes and building and reconstruction materials, reneging on its obligations stipulated in the ceasefire agreement.
In this context, Qassem said that the Israeli violations come at a time when “the various parties are talking about solidifying the ceasefire and moving towards the second phase of the agreement to stop the war on Gaza, which reflects a clear Israeli desire to continue the aggression against the Palestinian people in Gaza.”
On Friday, officials from the United States, Egypt, Qatar, and Turkey held a closed meeting in Miami, Florida, to discuss preparations for the second phase of the agreement, according to a statement published by U.S. envoy Steve Witkoff via the American platform X.
Talks about the second phase of the Gaza agreement are expected to top the discussions between U.S. President Donald Trump and Israeli Prime Minister Benjamin Netanyahu during their anticipated meeting at the White House on December 29.
The Hamas spokesman called on mediators to take serious action to stop Israeli violations and pressure Tel Aviv to begin a real reconstruction process for the Strip to save Palestinian lives.
Despite the talk about the second phase, Israel continues to renege on fulfilling its obligations stipulated in the agreement, from the ceasefire to preventing the entry of the agreed-upon quantities of food and medical aid trucks and shelter materials.
The agreement ended a genocidal war launched by Israel on October 8, 2023, which lasted for two years, and left about 71,000 Palestinians dead and more than 171,000 wounded, with massive destruction affecting 90% of civilian infrastructure at a reconstruction cost estimated by the United Nations at about $70 billion.
