إسرائيل تتجاهل الانتقادات وتؤكد عزمها حظر أنشطة منظمات إنسانية

أكدت إسرائيل اليوم الخميس أنها “ستنفذ الحظر” على أنشطة 37 منظمة إنسانية دولية كبرى في قطاع غزة، لكونها لم تزود السلطات بقوائم أسماء موظفيها الفلسطينيين عملاً بتشريع جديد.
ويثير هذا التشريع مخاوف من تباطؤ جديد في دخول المساعدات الإنسانية إلى قطاع غزة المدمر بفعل عامين من الحرب، الذي يحتاج معظم سكانه بصورة عاجلة إلى المأوى والرعاية الصحية والأمن الغذائي.
وأوضحت وزارة شؤون الشتات ومكافحة معاداة السامية الإسرائيلية في بيان، أن “المنظمات التي لم تلتزم بالمعايير المطلوبة في ما يتعلق بالأمن والشفافية ستعلق رخصها”.
وشرحت أن “المشكلة الرئيسة التي حددت هي رفض (هذه المنظمات) تقديم معلومات كاملة وقابلة للتحقق في شأن موظفيها، وهو شرط أساس يهدف إلى منع تسلل عناصر إرهابية إلى المؤسسات الإنسانية”.
ونقل البيان عن الوزير عميحاي شيكلي قوله، “الرسالة واضحة: المساعدات الإنسانية موضع ترحيب، لكن استغلال الأطر الإنسانية لأغراض الإرهاب ليس كذلك”.
وتعرضت إسرائيل لانتقادات شديدة من المجتمع الدولي في الأيام الأخيرة، مع اقتراب الموعد المحدد منتصف ليل أمس الأربعاء بالتوقيت المحلي لانتهاء المهلة المعطاة للمنظمات الدولية غير الحكومية للامتثال لهذه الالتزامات التي أُعلِن عنها للمرة الأولى في مارس (آذار) الماضي.
ومن بين المنظمات المشمولة بهذا الإجراء “أطباء بلا حدود” و”المجلس النرويجي للاجئين” و”كير” و”وورلد فيجن” و”أوكسفام”.
وأكدت “أطباء بلا حدود” في بيان تلقته وكالة الصحافة الفرنسية أمس أنها تطبق “سياسات داخلية صارمة، لضمان احترام القوانين ومنع أي تحويل للمساعدات أو أي ارتباط بجماعات مسلحة”.
كذلك أوضحت أنها لم تقدم قائمة بموظفيها لعدم حصولها من إسرائيل على “ضمانات وتوضيحات” بخصوص هذا الطلب “المقلق”.
أما مفوض الأمم المتحدة السامي لحقوق الإنسان فولكر تورك فرأى أن “عمليات التعليق التعسفية كهذه تزيد الوضع المتردي أصلاً سوءاً بالنسبة إلى سكان غزة”، إذ دخل حيز التنفيذ في أكتوبر (تشرين الأول) الماضي وقف لإطلاق النار يشهد خروقات.
وتعد المساعدات واستخدامها مسألة حساسة جداً منذ بداية الحرب في قطاع غزة، ففي عام 2024 حظرت إسرائيل عمل وكالة الأمم المتحدة لغوث وتشغيل اللاجئين الفلسطينيين (أونروا) على أراضيها، متهمة بعض موظفيها بالمشاركة في هجوم السابع من أكتوبر.
ووصف المدير العام للأونروا فيليب لازاريني الإجراءات الإسرائيلية أمس بأنها “سابقة خطرة”، واعتبر أن “هذه القيود جزء من نمط مقلق من تجاهل القانون الدولي الإنساني وتزايد العقبات أمام عمليات الإغاثة”.
واستنكر تجمع يضم 17 منظمة إسرائيلية يسارية التوجه هذه القيود في بيان مشترك صباح اليوم، واعتبر هذا التجمع أن “شطب 37 منظمة دولية غير حكومية يقوض العمل الإنساني، ويعرّض الموظفين للخطر، ويسيء إلى فاعلية توزيع المساعدات”. وشدد على أن “إسرائيل، بصفتها قوة محتلة، يجب أن تلتزم بتأمين إمدادات كافية للمدنيين الفلسطينيين. لكنها لا تكتفي بالإخلال بهذا الالتزام، بل تمنع أيضاً جهات أخرى من سد الثغر”.

Israel confirmed on Thursday that it “will enforce a ban” on the activities of 37 major international humanitarian organizations in the Gaza Strip because they have not provided the authorities with lists of their Palestinian staff names, as required by new legislation.
This legislation has raised concerns about a further slowdown in the delivery of humanitarian aid to the Gaza Strip, which has been devastated by two years of war, and where the majority of the population urgently needs shelter, healthcare, and food security.
The Israeli Ministry of Diaspora Affairs and Combating Antisemitism explained in a statement that “the licenses of organizations that have not complied with the required standards regarding security and transparency will be suspended.”
It clarified that “the main problem identified is the refusal of (these organizations) to provide complete and verifiable information regarding their staff, a fundamental requirement aimed at preventing the infiltration of terrorist elements into humanitarian institutions.”
The statement quoted Minister Amichai Chikli as saying, “The message is clear: Humanitarian aid is welcome, but the exploitation of humanitarian frameworks for terrorist purposes is not.”
Israel has faced severe criticism from the international community in recent days, as the deadline set for Wednesday midnight local time expired for international non-governmental organizations to comply with these obligations, which were first announced last March.
Among the organizations affected by this measure are “Doctors Without Borders,” the “Norwegian Refugee Council,” “CARE,” “World Vision,” and “Oxfam.”
“Doctors Without Borders” confirmed in a statement received by AFP yesterday that it implements “strict internal policies to ensure respect for laws and prevent any diversion of aid or any association with armed groups.”
It also explained that it had not provided a list of its staff because it had not received “guarantees and clarifications” from Israel regarding this “worrying” request.
Meanwhile, UN High Commissioner for Human Rights Volker Türk believed that “arbitrary suspension operations such as these worsen an already dire situation for the people of Gaza,” as a ceasefire that has seen violations came into effect last October.
Aid and its use have been highly sensitive issues since the beginning of the war in the Gaza Strip. In 2024, Israel banned the work of the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) in its territories, accusing some of its employees of involvement in the October 7th attack.
UNRWA Commissioner-General Philippe Lazzarini described the Israeli measures yesterday as a “dangerous precedent,” and considered that “these restrictions are part of a worrying pattern of disregard for international humanitarian law and increasing obstacles to relief operations.”
A coalition of 17 Israeli left-leaning organizations denounced these restrictions in a joint statement this morning. The coalition considered that “delisting 37 international NGOs undermines humanitarian work, endangers staff, and impairs the effectiveness of aid distribution.” It emphasized that “Israel, as an occupying power, must commit to securing sufficient supplies for Palestinian civilians. However, it not only fails to fulfill this obligation but also prevents other parties from filling the gap.”
