سمحت الولايات المتحدة الأمريكية الجمعة، للهند “مؤقتا” بشراء النفط الروسي لمدة 30 يوما فقط، على خلفية تضرر الإمدادات القادمة من الشرق الأوسط نتيجة الحرب الأمريكية الإسرائيلية على إيران.
وقال بيان نشرته وزارة الخزانة الأمريكية، إنها أصدرت “إعفاء مؤقتا لمدة 30 يوما يسمح لمصافي التكرير الهندية بشراء النفط الروسي”، وذلك لضمان استمرار تدفق النفط إلى السوق العالمية.
وبموجب اتفاق بين واشنطن ونيودلهي في فبراير/ شباط الماضي، خفضت الأخيرة مشتريات النفط الروسي مقابل تخفيض رسوم جمركية أمريكية من 25 إلى 18 بالمئة.
وجاء التوصل للاتفاق عقب نحو شهر من تلويح الرئيس الأمريكي دونالد ترامب بإمكانية زيادة الرسوم الجمركية المفروضة على الهند، قائلا إن استمرار نيودلهي في شراء النفط الروسي “يثير استياءه”.
وأضافت الخزانة الأمريكية أن هذا الإجراء قصير الأجل “لن يحقق أي فائدة مالية تذكر للحكومة الروسية، إذ إنه لا يجيز إلا المعاملات التي تشمل النفط العالق في البحر”.
وأوضحت أن هذا الإجراء المؤقت سيخفف الضغط الناجم عن محاولة إيران “توظيف الطاقة العالمية كورقة ضغط”.
والأربعاء، قال نائب رئيس الوزراء الروسي ألكسندر نوفاك إن بلاده مستعدة لزيادة شحنات النفط إلى الصين والهند، وذلك إثر إغلاق إيران مضيق هرمز.
وتسعى الهند، التي تعتمد على نحو 40 بالمئة من وارداتها النفطية من الشرق الأوسط عبر مضيق هرمز، إلى تأمين حاجياتها من الطاقة، في ظل مخزون لا يتجاوز شهر من الطلب.
ومنذ السبت تشن إسرائيل والولايات المتحدة هجمات على إيران، أودت بحياة مئات الأشخاص، على رأسهم المرشد علي خامنئي ومسؤولون أمنيون، فيما ترد طهران بإطلاق رشقات صاروخية ومسيرات باتجاه إسرائيل.
وترد طهران بشن هجمات على ما تصفها بأنها “مصالح أمريكية” بدول عربية، خلفت قتلى وجرحى وألحقت أضرارا بمرافق مدنية، بينها موانئ ومبان سكنية.

On Friday, the United States of America “temporarily” allowed India to buy Russian oil for only 30 days, against the backdrop of damage to supplies coming from the Middle East as a result of the American-Israeli war on Iran.
A statement published by the US Treasury Department said that it had issued a “temporary 30-day exemption allowing Indian refineries to purchase Russian oil,” in order to ensure the continued flow of oil to the global market.
Under an agreement between Washington and New Delhi last February, the latter reduced Russian oil purchases in exchange for reducing US customs duties from 25 to 18 percent.
The agreement was reached about a month after US President Donald Trump hinted at the possibility of increasing customs duties imposed on India, saying that New Delhi’s continued purchase of Russian oil “displeases” him.
The US Treasury added that this short-term measure “will not bring any significant financial benefit to the Russian government, as it only authorizes transactions that include oil suspended in the sea.”
She explained that this temporary measure will relieve the pressure resulting from Iran’s attempt to “use global energy as a pressure card.”
On Wednesday, Russian Deputy Prime Minister Alexand saidR. Novak said that his country is ready to increase oil shipments to China and India, following Iran’s closure of the Strait of Hormuz.
India, which relies on about 40 percent of its oil imports from the Middle East through the Strait of Hormuz, seeks to secure its energy needs, with a stock of no more than a month of demand.
Since Saturday, Israel and the United States have launched attacks on Iran, claiming the lives of hundreds of people, led by Supreme Leader Ali Khamenei and security officials, while Tehran responds by launching missile attacks and marches towards Israel.
Tehran responded by launching attacks on what it describes as “American interests” in Arab countries, which left deaths and injuries and caused damage to civilian facilities, including ports and residential buildings.
