اتفاق أميركي - فنزويلي على استئناف العلاقات الدبلوماسية

أعلنت وزارة الخارجية الأميركية أن واشنطن وكراكاس ستستأنفان العلاقات الدبلوماسية التي قطعت عام 2019، بعد شهرين من اعتقال الرئيس المخلوع نيكولاس مادورو.
وبحسب بيان للخارجية الأميركية فإن “الولايات المتحدة والسلطات الفنزويلية الموقتة اتفقتا على استئناف العلاقات الدبلوماسية والقنصلية”، بهدف “تسهيل الجهود المشتركة” نحو الانتعاش الاقتصادي والمصالحة. وأضاف “ينصب تركيزنا على مساعدة الشعب الفنزويلي في المضي قدماً، عبر عملية مرحلية تنشئ الظروف اللازمة لانتقال سلمي إلى حكومة منتخبة ديموقراطياً”.
من جهتها، أعلنت فنزويلا أمس الخميس أنها انخرطت في “مرحلة جديدة” في علاقاتها مع الولايات المتحدة، “على أساس الاحترام المتبادل”.
وأكدت وزارة الخارجية في بيان أن حكومة الرئيسة بالوكالة ديلسي رودريغيز “تؤكد مجدداً استعدادها للمضي قدماً في مرحلة جديدة من الحوار البناء، على أساس الاحترام المتبادل والمساواة في السيادة بين البلدين، والتعاون بين شعبينا”.
وقبل ذلك، قال مسؤول أميركي إن فنزويلا وعدت بتوفير ظروف آمنة لشركات التعدين الأجنبية الراغبة في الاستثمار في البلاد.
وأوضح وزير الداخلية الأميركي دوغ بورغوم الذي يزور فنزويلا أنه تلقى تأكيدات من كراكاس بأن “الحكومة ستضمن أمنها”، مضيفاً أن فنزويلا ستتجاوز أهدافها في إنتاج النفط والغاز خلال العام الحالي.
ويمثل بورغوم الذي يترأس المجلس الوطني للهيمنة على الطاقة في إدارة دونالد ترمب، التي تقول إنها من يدير فنزويلا ومن يسيطر على مواردها الطبيعية الهائلة بعد إطاحة مادورو.
وقال بورغوم الذي أجرى محادثات مع رودريغيز خلال رحلة تستغرق يومين، إن عشرات الشركات أعربت عن اهتمامها بالاستثمار في فنزويلا، وأضاف لصحافيين أن اجتماعاته كانت “إيجابية للغاية”.

The US State Department announced that Washington and Caracas will resume diplomatic relations severed in 2019, two months after the arrest of ousted President Nicolas Maduro.
According to a US State Department statement, “The United States and the interim Venezuelan authorities agreed to resume diplomatic and consular relations,” with the aim of “facilitating joint efforts” toward economic recovery and reconciliation. “Our focus is on helping the Venezuelan people move forward, through a phased process that creates the necessary conditions for a peaceful transition to a democratically elected government,” he added.
For its part, Venezuela announced yesterday, Thursday, that it had entered a “new phase” in its relations with the United States, “on the basis of mutual respect.”
The Ministry of Foreign Affairs confirmed in a statement that the government of Acting President Delcy Rodriguez “reaffirms its readiness to move forward in a new phase of constructive dialogue, based on mutual respect and equality of sovereignty between the two countries, and cooperation between our peoples.”
Before that, a US official said that Venezuela promised to provide safe conditions for foreign mining companies wishing to invest in the country.
US Secretary of the Interior Doug Burgum explained:Who is visiting Venezuela said that he received assurances from Caracas that “the government will guarantee its security,” adding that Venezuela will exceed its goals in oil and gas production during the current year.
Burgum, who heads the National Energy Council, represents Donald Trump’s administration, which says it is the one running Venezuela and the one who controls its vast natural resources after the ouster of Maduro.
Burgum, who held talks with Rodriguez during a two-day trip, said that dozens of companies had expressed interest in investing in Venezuela, and he told reporters that his meetings had been “very positive.”
